Ukraine customs issue 219,000 EUR.1 movement certificates in 2016-2018

In January 2019 alone, the customs issued over 9,707 EUR.1 certificates to Ukrainian exporters.

The State Fiscal Service (SFS) of Ukraine says from January 1, 2016, when the Deep and Comprehensive Free Trade Agreement between Ukraine and the European Union came into force, Ukraine's customs as of the end of 2018 issued 219,000 EUR.1 certificates for goods of Ukrainian origin delivered to EU countries.

In January 2019 alone, customs issued over 9,707 EUR.1 certificates to Ukrainian exporters, the SFS press service said on February 22.

In order to obtain preferential access to the EU market within the DCFTA, Ukrainian exporters need to confirm the Ukrainian origin of their goods and obtain the EUR.1 movement certificates, which are issued free of charge for each consignment of goods with the duty payment privilege, the report said.

The state fiscal service also posted a map on its website showing locations of offices issuing the said certificates, as well as a list of customs departments authorized to issue such documents.

However, there are cases where EUR.1 certificates are not required to obtain preferential access to the EU market. The rule applies when a company has obtained a status of an authorized (approved) exporter; the total invoice value of a consignment does not exceed EUR 6,000 – in this case, the exporter independently declares the origin of goods from Ukraine in declarations and invoices; and when in EU countries, goods are subject to a zero rate of import duty (except for provisions of Rules of origin, cumulation, and quotas).

"To simplify and streamline customs clearance of goods exported from Ukraine to the EU countries, Ukraine introduced the European model of an 'authorized' exporter, who may independently declare the preferential origin of goods in commercial documents without issuing a EUR.1 movement certificate," the report said.

As of February 1 of this year, 231 companies shipping their products to EU countries under simplified terms were granted a status of an EU-approved exporter.

As UNIAN reported earlier, since January 1, 2016, the SFS customs had issued the EUR.1 movement certificates free of charge in accordance with the EU-Ukraine Association Agreement.

The free trade area between Ukraine and the EU started work at full capacity as of January 1, 2016.
